The Federal EPA's Renovation, Repair & Painting Rule (RRP) is here! The law requires that contractors, painters, carpenters, plumbers, electricians, and other trades performing renovations on properties contructed prior to 1978, receive certification by an EPA accredited trainer to become Lead Certified Renovators.
Lead Safe Work Practices:
The RRP Rule is a federal regulatory program affecting the rental housing marketplace, all schools, daycare centers, and child-occupied facilities. Because ordinary renovation and maintenance activities can create dust that contains lead, the RRP Rule requires that "Lead-Safe Work Practices" be followed when disturbing 6 square feet per interior room; or 20 square feet of exterior painted surfaces in pre-1978 housing by any worker being compensated for the job.
Activity that disturbs paint in pre-1978 housing and child-occupied facilities include:

Individual property owners and landlords performing renovations or repairs on pre-1978 housing are also required to become Lead Certified Renovators be in compliance with the RRP law.
The RRP law requires contractors to have painted surfaces tested BEFORE beginning a project, where paint will be disturbed, or must assume it contains lead. Testing may be done using EPA-approved test kits, except for the state of California.
California Law: In California, EPA-approved test kits may not be used, and contractors may not test paint. California law requires contractors to assume all surfaces, in all structures built before 1978, contain lead-based paint, unless they have been tested and found to be "lead-free" by a CA State Certified Lead Inspector/Risk Assessor. No one else can test for lead-based paint in California.
Note: Since 2003, California law (Title 17) has required that "Lead-Safe Work Practices" be used in all pre-1978 structures when disturbing any amount of known or presumed lead-based paint.
The Purpose of the RRP Rule:
The purpose of the RRP Rule is to prevent lead poisoning, which in the past has primarily affected children under the age of six. Lead-containing dust, even in small amounts, can affect the health of children, pregnant women, and adults.
When lead paint is sanded or scraped or disturbed,the dust becomes "lead-containing" dust, which can cause a long list of conditions, including growth and learning problems, behavioral issues, high blood pressure, depression, etc. Experts say lead poisoning doubles the number of children in special education classes. There is currently a heightened interest and concern due to recent media coverage pertaining to toys, candy, and various other imported items that contain concentrations of lead.
